After adoption of the federal law 261-FZ of November 23, 2009. "About energy saving and increase of power efficiency …" in Russia design and construction of the power effective buildings equipped with energy-efficient life support systems became more active. For their creation energy saving technologies and materials with power effective life support systems have to be used. It is considered to be one of the main characteristics of power efficiency of buildings specific power consumption on systems of heating and ventilation of rooms in a year. Unfortunately, we considerably lag behind the majority of the European countries on this indicator. Decrease in specific power consumption on systems of heating and ventilation can be predicted. Requirements to engineering networks constantly grow therefore it is necessary to approach object individually. The main document describing a complex of requirements to buildings of different function and their engineering systems are "The technical regulations about safety of buildings and constructions". In article 20 of this document "Requirements to ensuring quality of air" are stated Insufficient use in mass building of modern energy saving technologies leads to big costs of energy resources.
